1. Sauté onion in olive oil with a pinch of salt until translucent, 4 minutes. Add garlic; cook 30 seconds.
2. Add tomatoes, roasted peppers, broth, smoked paprika, and sugar. Simmer 10 minutes.
3. Blend until smooth with an immersion blender. Stir in cream if using; season with salt/pepper.
4. Serve with fresh herbs and a drizzle of olive oil.
